The purpose of Project Pirate is to provide instruction and supportive activities to improve Reading, English/Language Arts, Math, Science and Social Studies to identified students in 3rd through 12th grade. Services are provided for students in highest need of intervention, remediation and extension and include Students with Disabilities (SWD), English Language Learners (EL), Title I Intervention Students, and Gifted Learners. All student groups have access to the program through identification criteria.
Data analysis has concluded that these student groups are among the most at-risk groups in our district. Three year Criterion-Referenced Competency Test (CRCT)/Georgia Milestones trend data indicate that Reading and English/Language Arts (ELA) scores have maintained averages close to the state targets, but there are risk factors in existence that can contribute to their decline such as lack of consistent attendance, inappropriate behavior, and an increasing number of at-risk students transitioning from elementary school.
Other data of critical importance is the need to improve the graduation rate as it pertains to the 5-year Cohort Rate as well as Georgia Milestones Mathematics End Of Course tests (EOC's). Additional concerns regarding student achievement include designing, implementing, and monitoring appropriate RTI (Response To Intervention) data which attributes to risk and/or decline in existing Meets or Exceeds Scores on statewide assessments. Risk or reduction in test scores is also attributed to the need to expand use of research-based instructional best practices which are aligned with the Georgia Standards of Excellence. Increased hours to provide instruction to at risk students provide creative outlets for students to participate in activities they would not otherwise participate in the regular school day. Additional hours of instruction enable students to increase their knowledge in areas such as technology usage, social skills, and well as increasing the amount of time parents can access the school to learn about their child's achievement. An important focus that also helps in bridging the school day is homework completion.
The expanded hours of operation afforded by the 21st Century grant provide the additional instructional support needed to improve student achievement. The program operates 12 hours a week in an after school program for elementary, middle and high school students. Thirty minute morning sessions, Monday through Friday are available totaling 2.5 hours a week. Four weeks of summer school remediation and extension are provided from 8 to 2:30 M-th. Our highest priorty for the summer program is to address critical needs identified by school staff through objective data (grade failure, test data, extension-pre-view need, graduation/ credit recovery needs). Parental referrals are also accepted for summer program, but are secondary to academic need.
The goal of the program is four pronged: 1) To provide academic intervention, 2) To provide academic enrichment, 3) To provide behavioral support and 4) To enhance parental involvement. It is recognized that operating an afterschool program comes with challenges such as fatigue of staff and students. Therefore the intent of the program is to provide unique learning opportunities that are not typical of the regular school day to encourage positive outcomes. It is also recognized that in order to build a sustained commitment to learning and education, parental involvement is crucial. Project Pirate will provide additional opportunities for parents to be active participants in their child’s learning through hosting meetings and/or workshops geared at helping parents to truly become partners in their child’s education.
The objectives of the program from which our yearly success with the State Department of Education is measured are as follows:
1. 70% of regularly attending students will improve math skills by passing regular math day courses as per their yearly average.
2. 55% of regularly attending students will demonstrate proficient math skills by scoring at the “Developing Learners” (Level 2) or above on the Georgia Milestones End of Grade assessment (3-8) or the GMAS End of Course 9-12.
3. 70% of regularly attending students will improve reading or ELA skills by passing regular day reading or ELA courses as per their yearly average.
4. 50% of regularly attending students will demonstrate proficient Reading/ELA skills by scoring at the “Developing Learners” (Level 2) or above on the Georgia Milestones End of Grade assessment (3-8) or the GMAS End of Course 9-12.
5. 85% of regularly attending students will maintain less than 15 days of absence from regular day school.
6 50% of Regularly Attending Students will improve their regular day performance by completing and turning in homework on time as per the end of year Cayen Teacher survey.
7. 50% of parents/ guardians of regular attendees will attend a minimum of one 21st Century sponsored or co-sponsored activity during the school year.
8. Increase number of community stakeholders participating in Project Pirate Advisory Council meetings by maintaining 5 participants per meeting.
